Situation Overview

Hurricane Francine made landfall in southern Louisiana as a Category 2 Hurricane on September 11, 2024. Six to eight inches of rain fell in the New Orleans area, causing dangerous flash flooding. Twenty-six people trapped by floodwaters have been rescued. The strong winds downed trees and power lines causing damage to infrastructure and tearing the roofs off of hundreds of buildings.
 
Although Francine has been downgraded to a tropical storm, it is now making its way through Mississippi and flood watches remain in effect for more than 14 million people across Louisiana, Mississippi, Alabama, and the Florida Panhandle. In Louisiana, over 420,000 people are without power.
 

Humanitarian Needs

Francine arrived as southern Louisiana continues to recover from a series of devastating hurricanes, including Hurricanes Laura and Delta in 2020 and Hurricane Ida in 2021. Since Hurricane Katrina in 2005, Louisiana has experienced more hurricanes than any other state, with Francine being the 12th storm to hit the state.
 
Airlink is committed to supporting long-term recovery efforts, and assisting residents in returning to their homes, many of which are still under reconstruction from previous hurricanes. Among the initial nonprofit partners supported by Airlink is CORE. We will be providing flights for their team to quickly travel to Louisiana to provide tarping and cleanup support in the New Orleans area. Additional Airlink partners are assessing current needs as they set up their responses. Damage assessments will become clearer once the floodwaters recede.
 

Airlink’s Role: Overcoming Logistical Hurdles For NGOs

Airlink is working with airline and logistics partners to provide critical airlift and logistical support to responding NGO partners to get the right aid to the right place at the right time. Flights will be provided for personnel, including emergency responders, health professionals, logisticians, and additional programmatic staff to reach the region.

A coordinated response that delivers effective and appropriate aid is crucial. Despite well-intentioned efforts by individuals and companies to arrange private donations and giving drives, many supplies end up being unsuitable for the region, unused, and causing strain and congestion on local communities. As much as 60% of aid is often wasted. This is especially critical for responses involving smaller island communities, where overwhelming local resources can have severe consequences.
